Why Didnt Minnesota Protocol Implemented in Cizre?

GENEVA – Turkey didn’t implement Minnesota Protocol in Kurdistan regions ,specially in Cizre, where extra judicial execution were implemented but allowed implement to autopsy for Karlov’s murder. Turkey allowed to Russia to investigate Karlov murder but didn’t allow to UN’s demand to hold examination in Kurdistan region.




Couple days ago Russia Ambassador Andrey Karlov was murdered by police officer of Turkey in Ankara. Al-Nusra Front which Erdoğan was always saying “why are you looking Al-Nusra as bad” took responsibility for Karlov’s murder. After the assassination a Russian committee joint the autopsy. Justice Ministry stated thay Russian committee joint the autopsy by Minnesota Protocol.

A short time ago Human Rights Foundation of Turkey (TİHV) , Human Rights Association (İHD) , Physicians for Human Rights (PHR) and United Nations demanded to hold examination in Kurdish cities such as Cizre,Şırnak and Diyarbakır by right of Minnesota Protocol but Turkish Authorities refused the demands.




Dihaber made an interview about implementation with forensic science expert Dr. Önder Özkalıpçı.




Kalıpçı “ All homicide case does conducted by public prosecutors. But according to UN Minnesota Autopsy Protocol, if there is an illegal extra judicial execution claim victim family or their legal representative experts can participate during autopsy. So it is normal that a Russian Committee joint the autopsy” said.

A lawyer from Diyarbakır Bar Gülşen Özbek “But specially in Cizre where almost 100 civilian was burnt , this implementation didn’t allowed to apply even civilians’ families and their representatives were demand for it. All application were unanswered by authorities” said.




According to Özbek , despite the families demands for their representatives to join autopsy, authorities left unanswered is no legal. “We applied to UN for related topic . Then UN demanded to send a committee to investigate. But Turkish authorities yet didn’t answer the demand” said Özbek.
